10/22 Sighting in Question

Recently my son purchased a 10/22 and we are having some issues with the front dove tail sight. Is it normal to really have to hit that thing so darn hard to get it to move so darn little? I have a brass punch and hammer and can't even tell if its moving. I'm worried about hitting so hard that it going to break something. Any thoughts on this? Actually, I'd like to pop it out and replace it with a fiber optic.

  Unless it's WAY off, you'd want to be moving the rear sight rather than the front one which seems to always be in really tight.
