Junior that's a special rate for our government.  I'm sure the Russians would give you the normal rate of $20,000,000.

To put things in perspective:
The average shuttle flight is 455 million or divided by seven riders is 65 million per astronaut.
The average cost in todays dollars per astronaut in the Apollo era was 4.4 billion!
