JUDGE question: freewheeling cylinder

I have a Judge 2.5" chamber 3" bbl non-fluted stainless steel model. I have shot it a few times but not much. Was shooting it the other day and noticed that the cylinder will rotate in reverse when I turn it, without the hammer back a little like some revolvers will do.  It won't free-wheel forward however. Is this normal and always been like this and I just noticed it or is it screwed up?   Thanks in advance

my avatar pic is my 1960 Rambler I bought in 1972 for $175..6 banger 3-on-the-tree...drove it for 5 yrs  22mpg.. was "hot-rodding" (LOL) one night...tore out 1st/reverse gear. Drove it that way for 2 yrs(with no reverse and only 2nd and high)  Had to really plan ahead when parking.
sold it for $125

Is the cylinder stop engaging?

It engages when it is rotating in the forward direction, but not  in reverse
