Question, with the carriage sitting on level ground will it rock side to side?

Not at all.  It works like a camera tripod on wheels. The front axle/wheels are fixed to the carriage (no pivot in the front).  Whatever the left-to-right slope is across the front wheel ground contact points establishes the overall lean. The rear axle pivots based on the rear wheel contact points and the rear height is the average of rear left and right wheels. If the rear axle were removed and a nail driven into the bottom at the location of the pivot, left sticking out 5/8", it would act the same.

In the photo of it sitting on the ink pen, it was completely stable. All 4 wheels were in contact with the table and the rear was slightly higher than the front by 1/2 the thickness of the pen.

It is bored 1".  I bought it from someone that does not participate on this board.

Check with our sponsers, Dominick Carpenter, or Ed Hart/HMR Cannons.  I think they can set you up with one like it now.
