The recoil of a 7mm Mag. isn't all that bad so any well made scope should handle it. I've bought a number of Leupold scopes used in the price range you mention and I don't see much downside to that since Leupold will honor the warranty even if you buy the scope used. Also, a scope with 7X or 8X magnification on the top end is plenty good for even 300+ yard shots at small targets.
