Probably more than 50% of children in the U.S. today:
1 live in single parent households,
2 get most of their early development influence from day-care centers,
3 are not given the benefit of close adherence to the principles of an organized religion,
4 are taught that everybody is entitled to everything,
5 have no familial male figurehead to influence their upbringing,
6 are indoctrinated through the school system that political correctness is more important than personal
responsibility, and,
7 are led to believe that big government is the solution to all of their problems as victims.
Bullying isn't an unexpected problem for this system to solve, it is the inevitable result of such a social system.
