Wal Mart sells the scoped 243 Handi for $270. My dealer sells a new Handi with scope rail only for $259.
Just out of curiousity... why is he getting rid of it after only 3 shots?

Welcome to GBO-
The last barrel w/SB2 reciever (no stock set) I bought was used for 200.00 If you look at the parts here in the classifieds to build that rifle it would be more than your guys price....
Like our classifieds here, demand sets the price, if you do not really want the gun it isn't worth the money. But if it is the gun you always wanted then it is worth it....
I would ask more history of the three shots like Spanky said, if he has an ejector gun and the 3 empty cases stuck it could be a very simple fix but he just hasn't been here to know whats happening.
The price isn't crazy high but it isn't a real bargain either...Although with the scope it helps- I have several "cheap" simmons scopes that are clearer than a couple of my more expensive ones....
Get the gun and sell the scope in the classifieds and trade up if you wish...
Also just a pallet wood stock or a laminate wood stock? These are add ons if you add up the value.

He also may have had 'FTF,' (failure to fire) or 'pop-opens' upon firing because he wasnt snapping it closed with enough authority. Ask about these issues and get a straight answer from him.
A new, tight action needs a little breaking in for the latch to work right. The FTF is more problematic; if so, were they handloads or factory, did repeat hammer strikes work or wasnt he 'following through' with the trigger well enough? At worst it would be (likely) a 'transfer bar' issue, easily fixed.
That isnt a bad price if you want that caliber or dont want what he wants to trade for.

I think the simple solution is to ask to shoot it.
