before an act is brought into motion, suppose that you want it to be swift and very effective, but with the least amount collateral damage?.
How would it be done?
Putting myself in a differ perspective. how would I do it?


Bottled water.
a city water supply is testeing PPB every  so often, more often then you clean ur toilet. If a foreign presence is detected the supple would be cut off. So a stockpiled water supply would be a means of survival.  That would eliminate threats with out a fresh water supply.


No caliber would stop that threat

By the gov mandating that a certain additive is required to be put in every bottle of marketed water; or by including the additive in the raw plastic from which bottles are manufactured......relativiely easy and discreet method.  Nazis used high levels of flourine in water to keep the quiet in the camps.

We add chlorine to our water to control infectious diseases and fluoride to inhibit tooth decay. It appears that the time is approaching when we need to consider adding Prozac or some other anti-psychotics.
