What adds spice to the stew is that the "bobbies" frequently do not carry firearms themselves. I wonder how well the plunderers are minding when those foppish dudes with that absurdly gay hat blow their whistle at them and exhort them to stop. Frankly, it is one thing when you have civic unrest on one night and it stops there. When it goes on for several nights and spreads to other cities . . . that is another story. Under the circumstances I would think a shoot to kill order would be appropriate. You loot, you light up fires, you get planted buddy-boy. Of course, I know modern police forces do not get empowered with these kind of orders of engagement . . . and therein lies part of the problem. Criminals are not afraid to act out.
