What can be used for wadding for a 28 gauge muzzleloader?
Can shotshell wads be used?

As an alternative, you can ball up two or three sheets of toilet paper and pack it down on the powder for an overpowder wad, then pour your shot and use a home cut overshot card.  I've used things like cereal boxes to make overshot cards.   But now I mostly use Styrofoam from egg cartons or restaurant take-out boxes.  You can just cut it in squares with scissors.  Make the squares just slightly larger than your bore.  They will ram down easily and hold the shot quite well.
 
If you do try the toilet paper thing, be careful of smoldering paper wads in the woods.   ;D

I agree with the over shot card options, but I must question the use of toilet paper as an over-powder wad.  I don't see it being very good for patterns due to a lack of cushioning.  There are over-powder wads available that are better choices for pattern control.  The choke is only part of the formula for good patterns.  There have also been shot cups offered that were sized for use i muzzle loaders, but I have't seen them lately.  "Circle Fly" brand vegetable fiber wads are designed for use as over powder wads.

A chunk of red wasp nest makes a tolerable overshot wad. ;)
Lost between sunrise and sunset yesterday-one golden hour...never to be found or reclaimed:-(

Dixie has a wad punch that should fit nice and tight in your 28 ga.  Then you can use what ever materials are available or buy thick felt for cushion wads.  ;)
