Not necessarily, could be a bad/missing lift spring or lift button. Some members have shimmed the ejector so it doesn't drop down so far. Buying a new 30-06 family ejector is not a possibility, no one makes them any more.

IF you are Handi with a dremel and can find a 30-30 ejector one can make the 30-06 ejector. As Quick would say "I can't tell you how I know this".
