Military and Police .38 revolver

My brother has acquired a Military and Police .38, says the barrel is 6". It has serial number 221995 and the numbers stamped below the barrel (where the numbers for a numbered series are found) is either 3034 or 3934.
 
I'm thinking this may be a police turn-in, a lot of blueing wear on the right side of frame and barrel. Two groves in the grips above the grip screw, maybe from a holster strap?
 
Can you tell me when this was made and if it was a police revolver?

Has he checked the serial numbers on the bottom of the grip?

The serial numbers all match, they took the grips off and those match, too.
 
The gun was made in 1912.
