LANSING, Mich. (AP) — Gov. Rick Snyder on Tuesday signed into law a stricter, four-year lifetime limit on cash welfare benefits, prompting advocates for the poor to warn that tens of thousands of residents will find themselves without cash assistance on Oct. 1.
Michigan's first-year Republican chief executive said the state will offer exemptions to the limit for those with a disability who can't work, those who care for a disabled spouse or child and those who are 65 or older and don't qualify for Social Security benefits or receive very low benefits.
Some recipients who are the victims of domestic violence also may be temporarily exempted.
"We are returning cash assistance to its original intent as a transitional program to help families while they work toward self-sufficiency," Snyder said in a statement. He noted that the state still will help the poor by offering food stamps, health care coverage through Medicaid, child care and emergency services.
Then-Gov. Jennifer Granholm, a Democrat, signed a bill that created a four-year limit starting in 2007. But that law exempted many welfare recipients, including those whose caseworkers said they were making progress toward finding employment.
The 2010 election of Snyder and the simultaneous Republican takeover of the Michigan House gave the GOP a free hand to set its own course on public assistance.
The change gives Michigan the Midwest's toughest welfare time limit, according to a survey by The Detroit News. It said there are five-year limits in Illinois, Iowa, Minnesota, Missouri, Ohio and Wisconsin. Indiana has a two-year limit for adults — but none for children.
Gilda Jacobs of the Michigan League for Human Services said she expects about 41,000 people to lose their cash assistance payments on Oct. 1 when the state's new budget year begins. That includes 29,700 children, according to the Michigan Department of Human Services.
"We're very, very concerned," Jacobs said. "As the days go by, new people will be meeting the 48-month limit. ... More will be falling off that cliff."
The new law will reduce the number of children and adults receiving cash assistance by nearly a fifth, from more than 221,000 to around 180,000. Enforcing a four-year limit will save the state more than $60 million annually, according to a House Fiscal Agency analysis.
Jacobs said it's hard to see how 11,000 adults will find a job when Michigan's July unemployment rate was 10.9 percent, tied with South Carolina for third-highest in the nation.
"We still have to preserve a safety net for people who, through no fault of their own, can't find a job," she said, noting that most cash assistance goes to help poor residents pay their rent. "There's obviously a lot of anxiety out there. Folks aren't sure exactly what this means to them."
State officials say they're working with nonprofit organizations to direct welfare recipients to other services and provide a "soft landing" as they lose benefits. Recipients will be connected with other resources, given housing and job placement assistance for up to three months beyond October and mentored by trained job navigators.
"Michigan continues to face financial challenges, and the fiscal reality is that we cannot afford to provide lifetime cash assistance to recipients who are able to work," Health and Human Services director Maura Corrigan said in a statement. "Enforcing lifetime limits for cash assistance ensures that available funds are targeted toward those recipients who need a helping hand while they find employment."
Michigan ranked 38th in child poverty for 2009, defined as income below $21,756 for a family of two adults and two children. About 23 percent of Michigan's children lived in poverty in 2009, compared with 20 percent nationally. In 2000, only 14 percent of Michigan children lived in poverty. The average age of a child in a family receiving cash assistance is around 7 years old.
Snyder, a Republican, has said reducing the number of children living in poverty is a priority of his administration.
The Michigan Catholic Conference has objected to the four-year limit. The conference said the effect will be felt for years by society and by children who lose services.

going by what I see around me, is that you have a household with 2 or more kids, a working mom and a worthless puke of a man laying up in bed all day and drinking/doping all night with moms wages and welfare while I pay for 2 meals at school for the kids.
sounds like a good program they're putting in place.

back when I could work, I did punchout work on the side for a friend who owns about 30 houses.
most of his houses were section 8 and nearly every one had a lazy man asleep when I showed up.

There are so many exceptions in this bill, not sure how many it will cut out. By the time one women runs out her welfare, she'll have 2 daughters dropping pups and getting more. Just another feel good do nothing bill. gypsyman

If you are talking about farmers getting a check to not grow a particular crop.  It is done to maintain crop prices at a certain level.  The request to not grow crops is made at the behest of the government.  These farmers do raise other crops, or livestock.  This my friend is work.  Thus, it doesn't rate as welfare. 

Individuals that don't work receive welfare.  Nobody, especially the government told them to not work.  See the difference?

Just send them all to New York state. We'll give them housing, food stamps, transportation, medical care, and even throw in a cell phone in case you need to call your drug dealer to arrange a trade for the food stamps.  If you have kids who have kids, well take care of them too. Here's a tip. Sell your food stamps for cash and hit the food pantry's. Your old man need a new couch to lay on all day and watch TV? We got free clothes and furniture too.   >:(
I offered $10 hour cash to get some help stacking wood... no takers.
Maybe NY could learn from Mich.

OK...since I AM from Michigan let me tell you what I see...lived here all my life, and it's not by ACCIDENT that Michigan is in the crap can, the large cities have been run by people who think JUST LIKE JUNIOR....until our cities look like a war zones.  Nice job lefties and unions....
 
Our governor is trying to fix the damage done by the left wing nuts, and he is doing what he has to do.
So Junior and TM...what I see in the cities are a bunch of young teens with there pants hanging down lots tattoos and piercings who REFUSE to work at all, and turn into young men who receive welfare and have all the things that working people have.  Our state is chuck full of able bodied people who receive CASH.  People like Junior bred an entire generation of them, so our governor is getting them off WEFARE...which means they either work, or head to
JUNIOR's state...or starve.  He IS NOT taking it away from the needy...nice try by the whiny little socialists who don't live here, but I know what's going on.  Our state is a broken mess...thanks to the left wing, and now we are going to do whatever it takes to fix it...YES...it will hurt some, but not as much as listening to Junior's blather about what he perceives things to be in MY state. 
 
And no matter what anyone says, or how much they cry and scream...the governor will do what he has to do because the money is gone, and there will not be any stopping him.  For the left wing socialists who will scream the loudest, it won't help, it's a cycle you won't be able to stop...but don't worry, after it get fixed and our government here is once again smaller than the private sector...you will find a way to wreck things again.....it's just the way it is.  Till then, scream and whine and make up facts as you go, not a big deal to our governor...we elected him to do this, he IS doing it, and the screaming by the lefties was expected.  I personally don't mind it...the more they holler the more I know our governor is working on what we elected him to do.  When the screaming stops people who milk the system will either be dead, gone, or decide to work...either way...I don't give a damn.

Powderman, since you live in Florida maybe you have more information on welfare drug testing in Florida. It is my understanding that the testing started this last July. It is also my understanding that only 2% have tested positive, well under the estimated national estimated usage. At that rate it appears to me to just be another conservative move to snoop into private lives which I thought conservative values were against.

It seems to me someone out there DICTATED to me that government and their programs and government jobs would grow and the private sector would shrink up to nothing.....They did this against my will...what have you to say about that???  Not much I suppose?  If we tried it your way there would not be anything left in our state by next year, hell, I odn't even know what your way is..but to get them to stop spending has to be forced, and you know it.  You damn well know it.  You also know the only way to get them to stop spending is cut off the money...they will not stop on their own. 
 
Fixing things will be no easier on them than it was on me when they dictated I pay for all their worthless spending and dictated to me I will hold up all their needless spending....if your so worried about people dictating things, where the hell were you then?  Do you really think you can fix things in this state without cutting off the needless spending, and do you really think the people getting it will let it go...without a big fuss?  I don't think so!

Minimum-wage burger flippers do work and contribute to society.  Why?  THEY PAY TAXES ON THEIR WAGES!

The welfare drug testing going here in Florida is a start to cleaning up the system.  There are individuals who buy drugs with their welfare checks, and there are others who take those checks and go buy booze and scratch-off lottery tickets.   I have witnessed the purchases of booze and scratch-offs, as I worked a part-time job in a convenience store a few years back.

   When you add the medicaid, housing, food, and monthly stipend it equals about $43,000 per year tax free. so add tax works out to $55,000. The average household income in the US is $52000 for a worker now how is this fair. No executive receives compensation without paying tax. Anyone in this country can make a good living if they just go out and work hard. Stop expecting this country to do every thing for you, do for your self.  Housing is not free, no one gets free housing. Under Section 8 aka Housing Choice Voucher program run by HUD, recipients pay between 30 and 33-1/2% of their income for housing -- IF they can get into the program, which can take years. Each state sets its' own monthly [size=100%][/color][/size][size=inherit]cash[/size][size=100%][/size] benefits allowance, food stamps have set monetary values by USDA, and factoring in medicaid, you are assuming that each household receiving assistance actually uses all the benefits every year and that's probably not the case. The welfare parasites live better off the system than those of us who pay into it, and PAY NO TAXES! I think Governor Snyder is wise to have a lifetime benefit capitation for the welfare recipient.  Make them get a job, even if it is flipping burgers.

Again, I ask, when was the last time you got a job from a welfare recipient?

I think the bottom line is for Michigan is it's going to be painful for anyone receiving government bennies, the private sector is in shambles here.  A few years back while places like Detroit and Flint were falling apart, we noticed on the other side the state here that retail businesses and strip malls were boarding up their windows, would have been nice to see those private sector people and small businesses get some kind of break from our double and triple tax methods we were using to keep up the government spending.  Now it's not a matter of asking, it's a matter of just moving them out of the way and taking over...Synder is only doing what needs to be done, he asked, they said no, he cut off the money and stopped asking.  Kind of the same thing you do if you have a teenager costing you gobs of money...you just cut it off.  It will be best in the long run. 
 
Last time This happened in Michigan, nobody died from it, just more people got out of bed and found work, any kind of work.  They screamed first.  Government will lay off employees as well...their turn now.  Already happening here.  Back to the basics...it's all we need. Tough love....instead of coddling.  People will always do what they have to do, many won't do anything if they don't have to. That's life.  We could have elected someone who would do the same old stuff, spend what they don't have, get fed money that they don't have, but hey, it has to end at some point.  We got lucky and got a guy who told us what he would do, and he's doing it, so he doesn't feel bad, and the ones that put him there don't feel bad either.  We have to rebuild the private sector here, after that I'm sure more government programs will creep in as soon as they see some pennies again.  It's a cycle.

The governor has a plan. Since it involves weening folks it's gonna be painful, it is not going to be fatal. Those who cannot stand the pain need to move on to another part of their life. That includes the bleeding heart types.


I did not see anywhere in the news release where a person could not write a personel check to those " less fortunate among us ".  May I suggest those who are hand wringing and bawling like calves do so. It will serve as salve to there conscience, and make them ever so more able to preach to the rest of us.


I have been held at gun point, co-signing check for these recipients for the better part of 30 years. It does not seem to work, there are always more folks needing assistance.


 Sounds like the good Governor is trying to provide some assistance to the provider. How's about we give that aproach a chance ? The good Lord knows we have tried to buy, and feed  people out of poverty and it ain't working. Time to try working and starving as an incentive to move on.


I have only one suggestion to make. With six months remaining in your lease on the free life you should be provided with a rental truck and the remainder of the cash you foresee coming your way. This shall be used to move to a place where you might be able to provide for yourself. Never again should the taxpayers write you another check, ever.

Just send them all to New York state. We'll give them housing, food stamps, transportation, medical care, and even throw in a cell phone in case you need to call your drug dealer to arrange a trade for the food stamps.  If you have kids who have kids, well take care of them too. We slipped into a lot of things already, forced upon us by the left...that not only can't be good, it turned out not so good. 
 
Reversal of some things might take some "rule" breaking as well...and remember..the founding fathers were for using powder and bullets to become free...I would suppose a lot of people would think that can't be good either, but it had to be.  Hope it doesn't have to be again...but the founding fathers you refer to told us it WOULD have to happen again.
 
There ain't no rules sometimes...when your trying to get out from under a rock that someone put on top you while breaking all the rules. The welfare drug testing going here in Florida is a start to cleaning up the system.  There are individuals who buy drugs with their welfare checks, and there are others who take those checks and go buy booze and scratch-off lottery tickets.   I have witnessed the purchases of booze and scratch-offs, as I worked a part-time job in a convenience store a few years back.
