Going down in head diameter is generally always a problem.
The .204 was developed from the .222 Rem Magnum case.
If you want .20cal, you might be better off with a .20BR, which is a necked down 6BR cartridge which has it's origins from the .308 Win cartridge.

Quite a difference in cartridge OAL also if you're feeding from a magazine.

Yes,

You will have to change the bolt head. You will also have to change the magazine, if you want to shoot it as a repeater. If you're setting it up as a single shot, then that won't matter.

Yes the bolt face you have is too large. I feel this re-barrel job is not worth it. Buy another rifle in 204 Ruger or 223 Remington and re-barrel to 204 Ruger if needed.

Yes, you will have to change your bolt head. Go to  www.sharpshootersupply.com   . They have all the parts you need.
They also have IMHO the best aftermarket Savage trigger on the market. I have seven of them.
They are also great to work with on the phone.
GOOD LUCK and GOOD SHOOTING!!!
IF YOU'RE GONNA GET OLD,YOU BETTER BE TOUGH!! GETTIN' OLD AIN'T FOR SISSIES!!!
