I have been in the natural gas industry for 36 years. When I started, most of my contractors had black men for labor jobs. Jobs such as diging around other utilities, wrapping the welded joints of steel pipe, fetching tools, etc. Today it is mostly Hispanics. Why, because of two reasons, one is they can't pass the drug tests for hiring, and random drug tests after hiring. Two, they get welfare and food stamps. The Hispanics must have a green card and at least a few have to speak English. They at least pass the drug tests. How many have illegal green cards? Who knows? One of my contractors has a Guatamalian, who was an English teacher back home. He said he can make more money at $10/hr in America than he could make in Guatamala. Anyway, drugs are a huge problem with the poor. They can't get jobs, but they can get welfare and food stamps and section 8 housing. Manditory drug testing to get the benefits would help cut down on drug use, and maybe get people to work at jobs Hispanics take now, which might help on keeping illegals out if they can't find work.
