That is my take on it as well. There will only be a few city dwellers that would even attempt a revolution however they are good for a riot. Once food, water and power has been shut off they will become docile.

decompression chamber... to give them "the bends"?  that sounds good.  how about that plus setting them on fire after 1/2 an hour.  that's fair.  40min of misery tops for the YEARS of neglect/abuse/wickedness inflicted on the kids.

Neighbors notice, but seldom do anything.  In most cases they are afraid to get involved.  Afraid the parent will take it out on them.  The parent has already proven their violance, and the neighbor is afraid the parent will target them or their kids.  Years later they say they regrett not doing anything.  Now they will live with it the rest of their lives.  Rog
