Just got this out of ny outdoor news the 7 wmu added to antler restriction list

Danny, the area of 3A south of State Route 28 was added to the antler restriction list by law in August. 

The others are proposed to be added but will have to go through the normal process of changing any regulation.  After the proposed change is published there will be the required 45 day comment period which may or may not be extended based on the reaction.  After the comments are digested the DEC will decide whether drop the proposal, to go ahead with the change as proposed or to amend the proposal and send it back to a comment period.  The current expectation is that based on significant support from the hunters in those WMUs the regulation will be changed before the 2012 deer seasons.

You are correct,it is proposed for the 2012 season. I read it wrong.
