The loss is a result of "pre funding" the retirement benefits of employees (probably not a bad idea.  I wonder if we "pre fund" the congressional retirements....)
I DON'T KNOW, but wonder if that "retirement pre fund" has been "borrowed" just like the Social Security "Fund"???

I used to work for the USPS. It doesn’t surprise me a bit that it’s running so deep in debt. The entire system is mismanaged.

Lysander Spooner started a postal service one time. In fact it was doing so well that Congress passed a bill that said any private mail service could not charge less than the USPS for services. I guess they didn't like competition from a more efficient firm.
