If there were foreigners covertly operating in Iran to blow up stuff...that would fit the definiton of 'TERRORISM'....if caught these people could be detained indefinitely and never heard from again....by our rules, (or lack of rules)....doncha ya think...

If the target is a nuclear weapons facility.. then it is an act of war.. not an act of terrorism (as defined by US code).. those are two very different things..
were the target a nuclear energy facility.. then it would fit the US governments definition of terrorism..
