Best way to measure blackpowder? Best scale?

Tried a search, sorry if I missed the obvious.
 
Just geting into shooting muzzleloaders.  What is the most accurate way to measure blackpowder charges?   By volume, not weight, but how to do that? 
 
Is there one scale, or measure that is better, easier to use, more accurate, etc than the others?

The powder will be dispensed from a container that will have a replaceable spout that is "calibrated" to throw a charge of a specified volume.  It's the brass tube thingy. ;)

I do mine old scale set up my measure and fill it then dump it through the drop tube trying to keep my dumping time through the drop tube constant as possible.
 
I have thought about using my Redding measure weigh a measured amount and then set up my redding and throwing but just never have.

mattri - are you asking about muzzleloading, or cartridge loading?
