 WASHINGTON (AP) — President Barack Obama and Congress are starting the election year locked in a tussle over a proposed 1,700-mile (2,735-kilometer) oil pipeline from Canada to Texas that will force the White House to make a politically risky choice between two key Democratic constituencies.
Some unions say the Keystone XL pipeline would create thousands of jobs. Environmentalists fear it could lead to an oil spill disaster. Obama enjoyed strong support from both groups in his winning 2008 campaign for the White House.
A law Obama signed just before Christmas that temporarily extended the payroll tax cut included a Republican-written provision compelling him to make a speedy decision — within 60 days — on whether to build the pipeline. The administration is warning it would rather say no than rush a decision in an election year.
The pipeline would carry oil from tar sands in western Canada to refineries in Texas, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma. The project's developer, Calgary-based TransCanada, says the pipeline could create as many as 20,000 jobs, a figure opponents say is inflated. A State Department report last summer said the pipeline would create up to 6,000 jobs during construction.
Environmental advocates, already disappointed with Obama's failure to achieve climate change legislation and the administration's decision to delay new smog standards, have made it clear that approval of the pipeline would dampen their enthusiasm for him in November's election.
Some liberal donors threatened to cut off funds to Obama's re-election campaign to protest the project, which opponents say would transport "dirty oil" that requires huge amounts of energy to extract.
If he rejects the pipeline, Obama risks losing support from organized labor, a key part of the Democratic base, for thwarting thousands of jobs.
Obama appeared to have skirted the issue last month when the U.S. State Department announced it was postponing a decision on the pipeline until after the 2012 election. Officials said they needed extra time to study routes that avoid an environmentally sensitive area of Nebraska that supplies water to eight states.
The new route would have to be approved by Nebraska environmental officials and the State Department, which has authority because the pipeline would cross an international border.
An "arbitrary deadline" for the permit decision would compromise the process, with time needed to conduct required environmental reviews, the State Department warned in a written statement on Dec. 12. Obama administration officials confirmed that view after the payroll tax bill was approved.
Republicans call the threat little more than an excuse that allows Obama to placate environmental groups while not rejecting the pipeline outright.
"The only thing arbitrary about this decision is the decision by the president to say, 'Well, let's wait until after the next election,' " said House Speaker John Boehner.
Boehner and other Republicans say the pipeline would help Obama achieve his top priority — creating jobs — without costing taxpayer money. They hope to portray Obama's reluctance to approve the pipeline as a sign he favors environmentalists over jobs.
Russ Girling, TransCanada's president and chief executive, said his company would do whatever is necessary to make sure the project is approved.
In Nebraska, where the pipeline faces strong resistance, state officials are awaiting an environmental study that will determine a new route. Officials have said the review will take six to nine months.
Project supporters say U.S. rejection of the pipeline would not stop it from being built. Canadian Prime Minister Stephen Harper has said TransCanada could pursue an alternative route through Canada to the West Coast, where oil could be shipped to China and other Asian markets.
"Canada is going to develop this no matter what, and that oil is either going to come to the United States or it's going to go to a place like China. We want it here," said Rep. Fred Upton, chairman of the House Energy and Commerce Committee.
Opponents call the West Coast option farfetched, noting that Canadian regulators have announced a one-year delay for a similar project that would carry tar sands oil to British Columbia, on Canada's western coast.
Unions are watching closely. Unemployment in construction is far higher than other industries, with more than 1.1 million construction workers jobless, said Brent Bookers, director of construction at the Laborers' International Union of North America.
"For many members of the Laborers, this project is not just a pipeline, it is a lifeline," Bookers said.
Roger Toussaint, international vice president of the Transport Workers Union, opposes the pipeline.
"The dangers of the pipeline are compelling, and no one should believe the claims of either the Republican leadership or the energy companies, with respect to the project being shovel ready or with respect to the number of jobs it's going to produce," he said.

One part of the article I don't believe is that organized labor will not support Obama come election time, if he doesn't ok the pipeline. Before Obama got elected he basically said that he wanted to stop the burning of coal for energy in this country. So what did the organized labor of coal unions do? They went out in force and voted for Obama. The same goes for other unions. The union management will tell its members that the democrats are for the working man, just as they have for the last 50 years, and the members will go out and vote for democrats, and all their job killing policies.
Coal burning power plants have scrubbed every bit of soot and carbon deposits from their stacks, yet it isn't good enough for the EPA. Now they claim there is to much mercury. Of coarse the EPA decides what is to much mercury. Their intent is to shut down coal burning plants. So there is a war on coal just like Obama said there would be, yet the members of mine worker unions are blind of that fact, because they have been told the democrats are for the working man. The war on burning oil is just getting started, and the new pipeline proposal is just one of the battles. We shall see how the labor union members vote this time, but I still don't think many of them can see the forest because of the trees.

As a former member of a labor union, I can tell you for sure that not all members vote for Dumycrats.  I'm pretty sure that at least 40 percent of our members would never vote for them and I sure as hell never did.  Just because you belong to a labor union doesn't mean that you lose your mind and ability to reason.  I can also assure people that a lot of union members deeply resent having union dues wasted on political campaigns of either stripe.
 
Obama and the Dumycrats have handed the Republicans a ready-made campaign issue with the pipeline deal.  The Republicans just need to take full advantage of it.

China has bought in to one of the companies operating in the Canadian oil sands. It is their desire to build a pipeline to the coast to offload on Chinese tankers. If the Keystone pipeline is prohibited, China has said it will take the oil.


Why do we even have government central planning of the economy based on special interests, when they are not capable of knowing all that entrepreneurs, who risk their own money, would know about economic matters. This is not free market, but Soviet style dictatorship that led to their collapse.

True, they only loose 90% of their mind. Those Union dues that are taken out of checks every pay period, a HUGE percentage of it is going right to the re-elect B. Hussein Obama campaign fund. Labor Union members are directly contributing to what's wrong with this country.

The tree huggers talk out of both sides of their mouths too. They say a pipeline across the Nebraska sandhills is too dangerous. So are they saying that a bunch of supertankers run by the Chinese who can't even make a good bolt is a better option.

I worked in the sandhills for several years. There are already lots of pipelines there. A safe pipeline could be built, or an alternative route could easily be done. This is all a bunch of CRAP.

I don't get it-here you have  the BIGGEST OIL RESERVES in the world-RIGHT NEXT DOOR from a FRIENDLY COUNTRY,and these ''politically correct'' self styled environmentalists would rather buy their oil from countries  that have SERIOUS HUMAN RIGHTS ABUSES  and require shipping by tanker.Iran is already threatening to shut down tanker traffic.Build the pipeline and we can tell the radical arabs to KEEP THEIR OIL-we don't NEED IT.Why be willing hostages when we don't have to be?

  I always took advantage of the somewhat little known ability for union members to have that part of their union dues that are used for political contributions, refunded. It used to really get their goat to have to issue my refund check every political year--to the point that the treasurer would make a point of misspelling my name on purpose.

I was a member of the union for nearly 40 years and during that time, it was only when the leadership was infiltrated by Dumycrat Party apparatchiks that there was a problem with dues being spent to finance their stupid candidates. The Dumycrats would always regard the union treasury as if it were an extension of the Dumycrat treasury and the membership as if it was the Dumycrat Party. A lot of us made a point of frustrating their efforts. There were a lot of shouting matches during the political season. It was amazing how very few actually were staunch Dumycrats, but they were relentless.

At times we had local presidents who would not allow political crap to be aired during regular business at union meetings. They were told they could have the floor after all the regular business was taken care of. They could pass the hat for contributions, but no dues would be used to finance their candidates. When regular business ended, 90 percent of attendees would leave and that effectively ended the Dumycrats plans. Unfortunately not all of our presidents were good guys.

you got it-the American self styled environmentalists  didn't want the Keystone pipeline ,so the Chinese are moving full speed ahead to get Canadian oil-which they need to fual THEIR manufacturing infrastructure that is taking American jobs away....tell you-with friends like that -do the Americans need enemies?

People can gripe till they turn blue, but nothing will change.  Husseins base is just too big. nobody mentions the welfare groups very much, but they will put him back in office and laugh at us about it.
