Looks like the "Howda Pistol" on a shotgun stock to me.  Likely cylinder bore, very short range patterns.  I personally want 20" at a minimum on a percussion shotgun.  Might be a great heavy brush gun though
keep em talkin' while I reload

It is in the Cabela's Shooting catalong I jut got.
Black powder stuff is cool.
But for about the same $ you can get the Howda pistol, the holster and the removable shoulder stock.

Reminds me of the Canoe Guns that were popular a few years ago.
“Lost?? Hmmm... been fearsome confused for a month or two, but I ain't never been lost!”
Henry Frap the "Mountain Men"

“Ain't this somethin'? I told my pap and mam I was going to be a mountain man; acted like they was gut-shot. Mother Gue said to me; ‘Make your life go here, son. Here's where the people is. Them mountains is for Indians and wild men.’  "Mother Gue", I says "the Rocky Mountains is the marrow of the world," and by God, I was right. Keep your nose in the wind and your eye along the skyline.”

The barrels appear to be a bit longer than the Howdah pistol. Years ago "Sile" imported a "Confederate Cavalry" model with 14 " barrels and that looks about the same. The thing I find interesting is that it's the first Pedersoli double I've seen with back action locks and durned if it don't look like a single trigger. :o  But I'm with Keith44, I think 20" is short enough, really I've come to think of 28" as short.

Both the tiny 20 and the Caverly models have single triggers shooting the right first.

Interesting, someone always seems eager to solve a problem which doesn't exist. I've always preferred double triggers because I like having two different chokes or even two entirely different loads available by just selecting which trigger to pull. I wonder how that non-selective single trigger would work if you only cock the left hammer. My guess would be that it would not work because the right hammer would still be at half cock safety position so the trigger would not pull.

In a true SXS this is the case where you can have instant options for choke or loading.  But with these they are more of a target gun  and will be loaded for cowboy action or personal defence.  For target shot would be used and for personal defence buck or ball will be used.
From what I understand the trigger is  either a one two and you may have to pull it twice to get just the left barrel to go.  Or worse a rebounding trigger that need recoil to reset the trigger like on a Beretta or Browning or SKB single selective trigger in order to get the trigger to swap over to the second barrel.
Either way these are more toys than hunting guns with no chokes.
I can see putting low profile rifle sights on the Cavalry SXS and using it for deer with a buck and ball load in the right barrel and buck in the left.
