7400 remington

my uncle has a 7400 in 243 made about '85.  If you chamber a single round, release the
bolt to slam home, it will fire and chamber a fresh one from the magazine, but will not fire
the new round.  It appears the hammer is not cocking or not remaining cocked.  what could
be causing this?

Sounds like someone might have done a kichen table trigger job on it and filed the internals. Pulling a round from the magazine migh slow the bolt down enough that it doesnt fire. Ask your uncle if it ever doubles while firing. Id take a look at the internals and order some new parts. Good luck
