Is a Colt Target Competition HBAR with a serial cch001438 a Pre Ban as I am being told?
It has an A3 large hole (hinge) upper with a bushing of some type to make the halves fit while the lower is the standard mil spec size hole.
Whats it worth in 98% condition?
The only way to know for sure if it is a pre-ban or post-ban rifle is to contact Colt with the serial number or to get a copy of the Blue Book of Gun Values, they usually have information regarding serial number ranges for certain years.
The large hinge hole is a standard Colt feature, the bushing is an adapter to allow non-Colt uppers to be fitted to Colt lower receivers.
Regarding it's value, check the Blue Book mentioned earlier, and then check Gun Broker to see what they have been selling for.
BTW, you really don't need to worry if it's pre-ban or post-ban, unless you happen to be unlucky enough to live in one of those socialist states like Calif., Mass, or NY. I may have missed a few, but those are the ones that quickly come to mine. The post ban models usually don't have flash suppressors, bayonet mounts, folding stocks, (depending on state law) etc.
