You can use a straight pin, or a sewing needle to clean out the residue. Just sort of scrape/chip it out. You can finish by running a bottoming tap in by hand, if you have one of the correct size.
As far as a solvent, maybe acetone? Carburetor cleaner? Don't know if I've ever paid any attention to what will disolve Loctite........Bug.

Rubbing alcohol will soften it.  Straighten out a paper clip and chip it out.

I have two TC barrels with screw holes to not drilled deep enough for the screws.  Filed about one thread off of the screws, worked fine. Just install one screw, tighten, then loosen and try another to find which holes are to shallow.  Just a thought.

 Take a peace of #12 or #14 copper wire and cut it to about 2” long.
Hold the end with a pair of pliers and put the other end down in the hole on top of the hardened loc-tite, heat the copper wire with a propane torch and the loc-tite will turn into a white powder that can be picked out; a few drops of Kroil makes it easer after it turns white and then hit it with some high pressure air along with the picking process. Be sure to use a little lacquer thinner before you reinstall the new screws with loc-tite or they won’t hold properly; everything must be free of oil and clean.

I just heated the barrel at the holes with a small torch. You heat it just enough to soften the loctite and dig it out with a small pick. the loctite is flamable

Yes, you are right it can be done that way, and I have in fact done it that way, but there is a chance that one can damage the blued finish if you get it too hot!      :(
