ATLANTA (Reuters) - Adults applying for welfare in Georgia would have to pass a drug test before receiving benefits under a bill approved by the state Senate late on Wednesday.     The legislation, called the Social Responsibility and Accountability Act, is designed to ensure that welfare payments, called Temporary Assistance to Needy Families, are not diverted to illicit drug use."
The legislation, which now goes to the Georgia House, would not affect welfare payments to children. Under the bill, if a parent failed a drug test, children could still receive payments through another person designated by the state.
Two states, Michigan and Florida, have adopted similar legislation, according to the National Conference of State Legislatures. The Michigan Court of Appeals in 2003 ruled that state's law unconstitutional. Florida's law has been temporarily blocked by a federal lawsuit.
The American Civil Liberties Union of Georgia opposes the drug-testing requirement, the organization's executive director, Debbie Seagraves, told Reuters.
“Blanket drugs tests of any kind by the government are unconstitutional," she said.
Seagraves predicted Georgia would face a lengthy court fight over the legislation if it won final passage and is signed into law.
Republican State Senator John Albers, one of the sponsors of the bill, told Reuters he was confident the legislation would withstand any court challenges.
Welfare reform legislation passed by Congress in 1996 specifically allows states to require drug testing, he said. The Georgia bill is aimed at encouraging welfare recipients to stop using illegal drugs, Albers added.
“True compassion is doing what is best for people, not the easiest," he said.

Good for GA!!!!! Most people now days have to pass a drug test to get a job and it should be no different if you want to collect that states welfare. Welfare was never meant to be a way of life like so many have made it. Welfare was meant to give a person down on his luck a helping hand to where they could get back on their feet again. I am 45 years old and never collected any public assistince although this past year I sure could have used some but never did. Dale

We tried to pass it here in KY and I believe the libs, dems,  and other mentally challenged folks voted it down. I know a bunch of the welfare crowd got the A nti  C hristian  L iars  U nion involved. POWDERMAN.  >:( >:(

Perhaps the state should also have a test to make sure that 'recipients' don't smoke, chew tobacco, drink likker, or consume too many carbs or sugars.
Jesus said we should treat other as we'd want to be treated... and he didn't qualify that by their party affiliation, race, or even if they're of diff religion.

All of those are legal...drugs are NOT...and I hope they never will be!

Thats funny, the ACLU is saying that drug testing for welfare recipients is illegal under the Constitution. Wonder if they ever looked into the Constitutionality of welfare. I guess its whatever fits the ACLU's pipe dream.
 Its a good thing that states are looking into drug testing for welfare recipients. If I have to be drug tested to make money that is being stolen from me by government, and given to people. I see it that those receivers of my money should be drug tested also.

    Spurred on by Rep Steve Smith (R-Maricopa), the state of Arizona is forwarding a bill to drug test unemployment recipients.  The usual profligates (the Dem/liberals) are against the bill of course.  Obama administration is so in favor of pot-heads that they threaten to pull federal funds sharing with Arizona..should the decent folks of Arizona pass this bill.. :o   :P

we have a republican governor, house and senate.  so many good things are getting done.
we are 2nd amendment friendly and getting tough on deadbeats.

How  does  the  law   address   prescription   drugs  .  Theres   more  abuse  done   under  a   doctors\   care   than   illegal   drugs   put  together. Its  still  a  good   way   to  keep  state   funds  away  from   the   drug   cartels.

that's not exactly true.  there is much abuse of prescriptions but illegal drugs are way ahead.

The unentended consequence will be more tax dollars spent on  drug disabled.  This will play right into the lefts agenda of more people on the public dole.

Big pharma and rehab centers can't wait for this to happen. More government money for them.

I think ANYONE that gets a check that the tax payers are paying should be tested.
Police.Firefighters,Government workers , ALL OF CONGRESS, all the way up to and including the oval office.
