Grinding on 700 / 722 bolt lug

I found a 722 complete bolt that someone had filed off a corner of the right/bottom lug. Person basically beveled off the front corner of lug at a rough 45 degree angle, removing a triangle  amounting to about 10% of the lug. I understand the safety concerns yet since the rear bearing surface of the lug remains and most of the mass remains, would it be safe to use and why would someone do this??


The work was done cleanly and didn't look like a hack job but is obviously not factory.

should be safe, could have been someone who didn't understand how a bolt locked up and was trying to slick up the action  (just a SWAG)
