can the blk matte finish be removed to re-blue a shine regular finish?

It is possible to polish and re-blue a bead blasted and blued or parkerized rifle, though it will certainly be a lot of work. Some of these finishes are so rough I believe they were sand blasted first.. I would still recommend doing the work by hand. since so much needs be removed its easy to remove where not needed.

You will have to polish with very fine grit to get the high shine you'd want, there are cold blues out there to  refinish your rifle but to be totally hones with you they are better suited for a matte finish, the cost to refinish your rifle in the remington factory is around 130.00 that't th route i'd go,
