Proper Load Development for "Waxer Slugs"?

Hi All,
     Was looking at some smoothbore black powder info and saw that some guys are using cloth strips to make a sort of shot cup for those.

Brought back to mind the idea of wax slugs for whatever reasons. Seems to be to good an idea to pass up, but doing what I see on Youtube just worries me. Refilling a target round with wax and shot with no thought given to the powder under it... scary.

So was wondering what the appropriate protocol would be for *safely* developing  waxer style slug?

Was considering, perhaps the idea of making brown paper or similar cups and filling those with lead and wax, establishing some appropriate diameter, weighing out the projectile, etc.

What worries me most is the idea that filling the space between the shot is going to make for a real problem pressure-wise.

So thought I'd ask around and see what thinking is on developing in a safe manner when pressure testing equipment and other modern tooling isn't available to me?
