I wasn't even 4 years old at the time.
Nowadays this couldn't succeed or even happen.

I presume there are not many places left with paper ballots ( Where I am, we do) but the "fixin" of votes is standard.
BTW. I lived in Cook County Ill in the early 60's when the original Mayor Richard Daley(?) run the show.
