sss. Sometimes only an article is found with no link provided, even though it might say ABC, or city, etc, then you are saying don't post it?? Even though it is apparent where it came from?? POWDERMAN.  ??? ???

There is an address bar at the top of every window.  It literally takes 5 seconds to cut and paste the website address so that people can click on it.  It's a very nice thing to do for other readers should they choose to read the article or link it to another site or forum.
I'm voting 3rd party in this election by writing in Jesus Christ for president.  Sadly even if this were an option most of you would still vote Republican because "It's a two party system."

When you don't find a  link you CREATE one! Any page you go too on the web has an addy it's that www.gboreloaded.com/ thing there at the top of the page. You know how to copy & paste so you just do that....copy that addy.  Then, here at Graybeards when you are making your post you click on the little "world" icon up above, it will say "insert hyperlink" when you scroll yer mouse pointer over it,  which will open a window you can paste that addy into.......BINGO!!! Instant link!

Just doing some quick math. 450 mil divided by 230,000 DHS employees (that's a crazy number, too!) comes out as under 2000 rounds per employee. Split that into 5 years, and you are looking at less than 400 rounds per employee annually.
 
IMO, 400 rounds a year for a person to qualify and practice with doesn't seem too excessive. Granted, all 230,000 probably aren't qualifying, but I can go through more than that every year pretty easily, and I don't have to qualify. I'm not excusing it or downplaying any of the points given so far, but am just showing that when you have nearly 1/4 million employees, ammo can stack up quick. Seems like there might be a better way to spend (or not spend) given the current economy, though.

My department qualifies four times a year. Minimum rounds to be fired at each qualification is 300, sometimes we shoot as many as 500 rounds on a qualifying day. That's 24,000 too 40,000 rounds a year for a twenty man department.

I don't understand why HS would need HPS for practice, and I'm not aware of any shooting action they are involved with.

You know how much live fire training the USCG, Boarder Patrol from there moving boats, helicopters? A LOT.. 450 Mill over 5 years isn't that much ammo, plus they will be hiring new agents so the qty each agent shoot will go down. You ever think they may have plans of doing some cleaning up in Mexico.

How many work for HS ? If 100000 do that is 4500 bullets each. Consider how long the bullets are slated to last ? How much pratice ? How many on each officer ?How many offices will be stocked ?  What other agencies drow from this mother load ?
 
I know when I buy a brick od 22 LR they just never seem to last .............. ;D
It is less than 200rds a months.

It actually sounds like a sound business deal. Lock in the rate for your ammo knowing that there is a better than average chance that the cost of that ammo will increase over the next five years and make sure you have a reliable supplier that will be able to deliver in case demand goes sky high and all other sources are drained. The number is not to exceed X million rounds, but does not obligate them to purchase that many.

I wish we all had that option!

          It would seem that your judgements are a bit askew.  Thinking that only those with $30 billion in the bank are the only persons with a valid opinion.  That would negate the value of the posts by any on this forum with less than $30 billion in the bank..thanks !   There must be a reason why Nardelli was fired from Chrysler, Home Depot and Cerberus consecutively.
   Will Dan Quayle do better ?  Who knows... he did have foresight enough to save the Patriot missle program, which during the Gulf War defended Israel from Saddam's SCUDS..preventing a much wider war.
   As CEO, does he have 'hands on' manufacturing experience and will he venture into the "beancounter" regimine ?  We don't know, but he couldn't do much worse than Nardelli I suppose..for whom we have experience with his quality demands illustrated in recent Marlin and Remington products.
   Certainly Cerberus and ATK are not just ALIKE.  ATK brands like CCI, Weaver, Redfield, Federal, Speer and others did not show us a quality breakdown..

NO, Those with 30 Billion in the bank can buy a lot of stuff. Big dogs buy competition and then shut them down so they get more market share and more profits, that is how the big world turns and works. 30 Billion+ net worth in 20 years and being 52 years old, that is one hell of an accomplishment and without being a publicly trade company. ;)
 
Nardelli had one hell of a set of shoes to fill, in my my mind he would of never been able to fill  Jack Welch shoes, one of the greatest CEO's of all times.
 
Sometimes CEO's get burned out. People thought that fords was going to drop off the face of the earth, from not taking .gov handouts.  Allan Mulley, the CEO of Ford turned it in to a money making machines.

I really don't see all the hoopla over this purchase. DHS is a large entity with alot of field people. ATK has owned alot of these companies for awhile and has purchased alot of the defense industrial complex. I don't see anything to read into about ammunition bans, government troops invading the US etc.
30 billion in liquid assests is about 1/3 of what Apple has, not that big of deal either. This is just business, happens all the time. Maybe those anti monopoly laws might be taken out and dusted off.

For you guy's information, the links WERE in the original post.  If you click on the different color highlighted words or phrases.  I clicked on the first color one and got the Wall Street Journals Market Watch section, which had the article. 
 
Also, why would they need extra protection on government buildings?  Why not put them on the border with Mexico?  If the government falls with it's excessive spending, there might not be any social security checks, welfare checks, etc.
