Saw on the MSN homepage this morning that Obama has started bypassing Congress with things he wants that the Republican Congress keeps shooting down. What is wrong with this picture ?

I don't care for Romney, but don't know that he would buck the Republican house each and every time, hard to absolutely know that.  But yes he's bad
