Been there often. Keep in mind it's a big state, made bigger by different regions, like mountain lands, Indian lands, cities, and tourism and retirement areas. I may not be able to help much, but fire away with any questions.

next march, i am headed there to the white sands missle range for the bataan memorial death march.   seeing how new mexico makes it damn near impossible for out of staters to get their concealed carry permit,  i was wondering what the laws on open carry are, and how common is it and what kind of reaction (if any) can i expect?   i dont go much of anywhere without a gun these days.     
   i have  tried looking it up online, but i get conflicting information.  some sites say they honor arizona's concealed carry permits, others sites say they do not.    any insight would be much appreciated.

I don't live there, did spend a week out there building a church on the Navajo land a few years ago though, really nice place and nice people. Anyhow, according to the New Mexico dept of public safety website they DO NOT honor AZ permits.

Don't honor too many other states it looks like. Did a search of their site and it says they are a open carry state, but I'm not sure how they would feel about an "outsider" doing it.
 
As a side note, with the NRA center there you would think that the NRA would really be making a push for them to honor other states permits. I bet a lot of NRA members don't visit and spend money in states where they can't carry.

Sorry I can't really help, I have been gone a long time, 1985.

I lived there and worked on the White Sands Missle Range.  I was a Cowboy, (Wrangler) I worked on horse back every day, and openly carried a pistol on my hip.  On Base, on Range, and in town (Alamogordo).  But that was a long time ago.  I'm sure things have changed since then.  The one man that maintained legal sanity in Otero County (Judge Bob Bradley) died shortly after I left in 1985.  My wife grew up there in Alamogordo.   Bob Bradley considered her like his own daughter, she had grown up with his girl living next door.  When we got assigned there we moved back into her Dad's house, the one she had grown up in.  First thing she did was take me over and introduce me to The Judge.

The Hunting was great in that area.  Elk, Antelope, Mule Deer, Whitetail, Muletail, Turkey, Black Bear, Orex, Barbary Sheep, Ibex, and Coyotes everywhere.

yeah, with an arizona permit and wisconsin permit, i am good to go just about everywhere that allows concealed carry.   but i know in someplaces open carry is no big deal, here it woudl create a stir even though it is legal.   i figured i would get the advise of some residents.

This is straight from the New Mexico Dept. Of Public Safety website and is current as of April 27, 2012.
NM recognizes Missouri"s concealed carry permit. Nebraska, North Carolina, and Oklahoma are listed as states having "written acknoledgement" which is something I'm not familiar with. All other state's permits are not recognized.
Open carry is legal and I've never looked for a resident requirement and didn't this time. Once in a very great while I encounter someone carrying openly in town. No one seems to get upset about it. It's not uncommon out in the boonies and I frequently do it myself.
I suggest you go to the NM Dept. Of Public Safety website and follow the links there for an indepth understanding of NM gun laws. Since White Sands is a federal installation and really isn't open to the public except for special occassions such as your deal and some hunts I would also suggest you find what their rules are on this.
Also check about carring where liquor is served.

Lots of good info here, but I dont think you can carry it after I scanned it quickly.
