The whole point of drones versus piloted aircraft is cost and time over target, that is why they want drones, so that they can put more up and keep them up longer. So that is also the "difference" it makes in privacy. If one is seriously suspected of wrong doing they may have put piloted aircraft overhead for a few hours to confirm suspicions. But with drones they can just spy on everyone all the time just in case they may stumble on to some wrong doing. It's like the difference between a court ordered wire tap versus letting cops listen in on anybody at any time. Maybe that's "no difference" to you but it is a major difference to me.
 And satellites can't really do all of the marvelous sci-fi stuff people believe they can, nothing remotely like tens of thousands of drones flying at low altitude in all sorts of weather. Of course there are good and legitimate uses for drones but who will watchdog the drone users and the use to which they are put?
