Is there a SAFE way to change 4F to cannon grade?

In what I remember of the manufacturing process I think it would be a lot of trouble.  I think it would be better to trade or sell it to someone could use it as is.

Save the 4F for making quills for ignition.  Unless you have many pounds, it is not worth the trouble.

Well there is 4Fg and there is 4Fa.  Which are you referring to?

The safest way is to find someone who wants 4F powder, and have him buy an equal amount of Cannon grade, and trade.

Remanufacturing might be possible but you are likely to end up with lower grade BP, if not ruining it completely, without a bunch of specialized equipment, which makes it economically unreasonable.
