this clown decided to dress and act like a zombie or at the very least someone who was clearly out of his ever loving mind.

Here is the what if...What if he pulled this prank in your area of operations?
Would he be at risk of being shot?
If so what would the repercussions be?
Is he a danger to himself or others?
Can he be hauled off by the authorities as a public menace?
What if one of his victims had a coronary event as a result of his prank?

In my opinion, if he was shot by a person who was truly afraid for their safety, it would be sad but should not be prosecuted...his behavior is absolutely not normal and I believe he truly is a danger to himself and others. 
Around here it  would have been BANG FLOP. POWDERMAN.  :o :o

Hard to say what I would do under any given set of circumstances without actually being there to be a part of the situation.

But I do find it hard to believe that in most places he would have gotten away with that behavior for as long as it appears he did before what happened in the last segment happened.

As high a pecentage of folks as there are carrying concealed in this area I suspect someone would have popped a cap on him within that many encounters. I'd have to be there to know what I personally would do but iffen I were on a jury for the person who shot him I'd not convict them. Unless all those folks were really in on the prank he's lucky if the beating that last bunch appeared ready to give him is all he got. Ya gotta be an indiot to do such.

Daniel Tosh (from Tosh.O on Comedy Central) ran this video and actually talked to the guy.


If you look at 2:01, you'll see a guy actually pulls a gun on him.


He said, after the "mob" decided to chase him down, one of them offered him a rock (of crack) when he broke character and told them it was a prank.


Was it a bad idea....you better believe it.  Could he have been shot...yep, and almost was.  SHOULD he have been shot.....he never really was an "immediate threat" since he always kept his distance.  I guess THAT is the difference between a responsible shooter and trigger happy maniac.
The problem with troubleshooting is....sometimes it shoots back!
