the most important factor is it only applies when EACH side is a signatory and have signed articles of war on each other. Al Quida, the Taliban and the Mujihadeen are not nation states and as such cannot sign the accords or sign articles of war.

We need to quit screwing around and give our soldiers and sailors the best tools available to protect themselves.

Yes we do need to do just that ! and give them a mission and then get the he-- out of their way .
 
As for the 45 acp and 1911 it has worked and can still work. As a matter of fact I thought the marines still was using it for some groups. Any bullet considered good in 9mm almost always trys to expand to .45 dia. an expanding .45 has to be a good thing . but in the case for what ever reason they did not expand the .45 acp still has the edge.

Perhaps we are not so bound by the convention articles when we are having to fight terrorists, or anyone else who refuses to abide by same convention.  One of the most dastardly games ever played upon our troops, are the newest "rules of engagement'"..demanding that our troops fight at a distinct disadvantage..
