DOJ seeks to hire lawyers with psychiatric disabilities or dwarfs.

The PJ Tatler has obtained documents from the Justice Department detailing efforts to recruit attorneys and staff who are dwarfs or who have “psychiatric disabilities” or “severe intellectual disabilities.”  On May 31, 2012, Assistant Attorney General Tom Perez issued a directive to affirmatively recruit people with these “targeted disabilities.”
 
This DOJ policy does not merely involve prohibitions against discrimination, but rather the documents reveal deliberate recruitment efforts to hire as attorneys and staff for the Department of Justice people suffering from psychiatric disorders and intellectual disabilities.  Moreover, applicants can “self-identify” their disability by means of the “Standard Form 256, Self Identification Disability.”
 
Those with “targeted disabilities” may be hired through a “non-competitive” appointment. That means they don’t have to endure the regular civil service competition among applicants, but can be plucked from the stack of resumes and hired immediately instead.
 
According to the documents, those with these “targeted disabilities” may be hired “before the position is advertised” and even “before the position’s closing date.” Moreover, lawyers with psychiatric disabilities and “severe intellectual” disabilities receive a waiver from the requirement that a new DOJ employee have practiced law for one year before being hired.

Below is directly from the employment section of the DOJ website. And the problem is? It does not sound at all to me like what the OP posted. Conservatives continue to astound me on how callous and short sighted they can be having panic attacks over hiring qualified individuals. There is nothing in the DOJ website that indicates that a person with a disability does not have to be fully qualified or that they get all the supposed special treatment that is in the OP. It does sound like qualified persons with disabilities will have assurances that they will at least be considered but I guess conservatives would rather that they stay out of sight and collect disability.

Once again it gives an opportunity to level the playing field for a population of people that have been and are mostly through ignorance extremely discriminated against in employment. Once again I ask do you want to support giving them a shot at being a self sufficient tax payer or do you condone just letting them rot living on disability payment?
Come on now, these applicants with whatever disabilities have qualified for and successfully completed law school and passed the bar. The OP refers to the DOJ being forced to hire those with severe intellectual disabilities. If that is so how did they qualify for law school, graduate and pass the bar?

A "level playing field" would be one where the qualifications of the candidates are looked at, and the one with the best qualifications is hired, period.  When some candidates "may be hired through a “non-competitive” appointment" based upon characteristics having nothing to do with the position, then all thoughts of a "level playing field" are mere code for reverse discrimination.
