Sudan rejects US request to send Marines to secure embassy  Published September 15, 2012
FoxNews.com
  •    Friday, Sept. 14, 2012: Sudanese protesters and riot police face off during a protest outside the German embassy in Khartoum, Sudan. (AP)
Sudan has rejected an offer by the United States to send Marines to increase security at the U.S. embassy in Khartoum, amid protesters and police clashing.
The announcement Saturday follows the United States saying it was sending Marines to Sudan to bolster security at the embassy, where Sudanese police reportedly fired on protestors trying to scale the compound walls.

“Sudan is able to protect the diplomatic missions in Khartoum and the state is committed to protecting its guests in the diplomatic corps,'' Foreign Minister Ali Ahmed Karti told the state news agency SUNA, which Reuters reported Saturday.

As a result, the deployment has been delayed and possibly curtailed, said a U.S. official, who spoke on condition of anonymity because the official was not authorized to disclose details on the troop movement.

State Department spokeswoman Victoria Nuland said Sudan's government "has recommitted itself both publicly and privately to continue to protect our mission," as obligated under the Vienna Convention.

"We have requested additional security precautions as a result of … damage to our embassy,” she said. “We are continuing to monitor the situation closely to ensure we have what we need to protect our people and facility."

Demonstrators in Sudan stormed the German Embassy before moving on in buses to the U.S. Embassy, where police also reportedly used tear gas to stop them from scaling the walls. The protests reportedly are related to demonstrations across the Muslim world against an anti-Islam film.
The Marine unit, known as a fleet anti-terrorism security team, was to be sent as a precautionary measure, officials said.

Similar teams were sent to Libya on Wednesday after the attack that killed U.S. Ambassador Christopher Stevens and three other Americans in Benghazi, and to Yemen on Friday.
The Marines are in Yemen to deal with the aftermath of another attack on the U.S. Embassy in the capital city of Sanaa. They arrived in addition to an earlier contingent dispatched to Tripoli.

Pentagon spokesman George Little told Fox News the team being dispatched to Yemen also is a "precautionary measure."
Little repeated Saturday that a Marine platoon has been deployed to Tripoli but corrected his statement Thursday that a Marine security detachment was at the U.S. Embassy in Tripoli on the day of the attack in Benghazi.

“I wanted to correct the record as soon as I learned that my statement was inaccurate,” he said. “I apologize for this error and any confusion it may have caused.”
Protestors reportedly jumped over U.S. Embassy walls in both Sudan and Tunisia. At least three people have been reported dead and another 28 have been wounded during the Tunisia attack. And protesters set fire to trees and broke windows inside the U.S. Embassy compound in Tunis, according to Reuters.

A senior U.S. official told Fox News that Tunisian security forces "have responded effectively" so far to the incident.
That is just a snapshot of the violent unrest playing out Friday, in the widest protests yet across the Muslim world.

The day of protests, which spread to around 20 countries, started small and mostly peacefully in countries such as Indonesia, Malaysia, India, Afghanistan and Pakistan. The most violent demonstrations took place in the Middle East. In many places, only a few hundred took to the streets, mostly ultraconservative Islamists -- but the mood was often furious.

One protester was killed in the northern Lebanese city of Tripoli in clashes with security forces, after a crowd of protesters set fire to a KFC and a Hardee's restaurant. Protesters hurled stones and glass at police in a furious melee that left 25 people wounded, 18 of them police.

Security forces in Egypt and Yemen fired tear gas and clashed with protesters to keep them away from U.S. embassies. And Germany's Foreign Minister says the country's embassy in the Sudanese capital of Khartoum was set partially on fire.
A senior State Department official said Friday that the administration has stood up a 24-hour "monitoring team to insure appropriate coordination." The official said the team is working with missions around the world "to protect American citizens."

The intense demonstrations, purportedly by people upset over an anti-Islam film, follow warnings by the State Department that the protests could spread across the region. The department, on its Twitter account, cautioned Thursday of sustained protests in Egypt, Oman and Jordan, among other places.

The Department of Homeland Security and the FBI also issued a joint intelligence bulletin warning that the violent outrage aimed at U.S. embassies could be spread to America by extremist groups.

In a statement to Fox News, a DHS official said that there is no specific, credible information at this time to indicate that the attacks have increased the threat of violent reaction in the U.S., but it will continue to identify potential threats and take appropriate measures.
The Associated Press contributed to this report.

They don't want our Marines?  OK.  Close our embassy, eject all Sudanese diplomats from US as personna non grata, revoke ALL sudanese visas in the US, AND CUT OFF ALL FOREIGN AID.  Bet they come around very quick.

We should pull out and cut off the aid.  That would be the American thing to do.  The problem is the policy isn't designed to be what is good for America, but Israel.  So what will happen is we will keep staying there, bearing the brunt of it and paying for it all to boot.  Just like we do in all of those other Middle East and Asian countries.
Study after study has shown how dangerous distracted driving is yet people continue to talk on their cell phones while driving. Driving in the U.S. requires your full attention. Many states and countries have made it illegal to use a cell phone while operating a motor vehicle and the federal government should follow their lead. Banning the use of cell phones while driving would have the added benefit of making the no-texting law enforceable.

Who needs an Embassy in a craphole like that anyway?  I wouldn't put one single G.I. in harms way to defend it if it were the second cousin to the Taj Mahal.  Booby trap it and walk away.

Where does this belief come from ??? ??? ??? ??? ???

Our embassy in another nation is NOT considered to be U.S. soil. It is an inviolate property provided by the host nation and the host nation is supposed to protect and respect the embassy and its staff.

An embassy can be ejected by the host nation.....not the case if it were actually considered the soil of the embassy nation.

The most important issue in my opinion is not whether the embassy is, or is not, American soil. The issue is what is our interest in Sudan? If they don't want us there, do we really need them anyway.
Why invoke a fight when there is nothing to be gained. This ain't a video game, and dropping soldiers in as suggested, seems a little macho, and provoking, for no real good reason. I say, let'em starve.

US closes embassy amid reports Sudan rejected request to send Marines    The State Department is shutting down its embassy in Khartoum amid reports that the Sudanese government may have rejected the Obama administration's request to send Marines to protect the compound from rioters.

The Sudan news agency SUNA reported Saturday that Foreign Minister Ali Karti discussed the possibility of sending a platoon of about 50 Marines with an unidentified senior State Department official Friday night.

The report says Sudan “has apologized for the reception of these forces” and reaffirmed “Sudan's ability to protect the diplomatic missions in Khartoum and the State's obligation to protect its guests,” raising doubts about whether the U.S. request was accepted.

Reuters is reporting that efforts to secure a Marine protection force were rejected.

The Associated Press also reported Saturday that the State Department had ordered all family members and non-emergency personnel from their posts in Sudan and Tunisia. On Friday, the State Department announced on Twitter that the Khartoum embassy would be closed Sunday and advised all American citizens to “stay away from Embassy until further notice.”

State Department officials, though, declined on Saturday to say whether Sudan had rejected the Marine presence.

“The Government of Sudan has recommitted itself both publicly and privately to continue to protect our Mission, as it is obligated to do under the Vienna Convention,” State Department spokeswoman Victoria Nuland said in an e-mailed statement. “We have requested additional security precautions as a result of yesterday's damage to our Embassy. We are continuing to monitor the situation closely to ensure we have what we need to protect our people and facility.”

Protesters incensed by an anti-Islam movie posted to YouTube by a southern California man breached the U.S. and German embassy compounds in Khartoum on Friday, and Sudanese security forces killed at least two protesters.

The Pentagon has already sent about 100 Marines to Libya and Yemen as anti-U.S. violence engulfs the Middle East.

Any embassy is considered the soil of the nation that is in that embassy. Why would we have Marines stationed in all embassies with firearms if it was not so? Window dressing? Why can one seek refuge in their countries embassy while overseas? Why is there diplomatic immunity?

I think you'd better read up on the Vienna  Convention. No it is NOT the soil of the embassy nation. You can say it all you like, that does not make it so. It remains the property of the host nation. If that were not so, we could not eject their embassy, nor they ours.

Seriously.....do some reading about it, don't make the same mistake other here have made.

Here you go, from Wiki:

Quote
Contrary to popular belief, diplomatic missions do not enjoy full extraterritorial status and are not sovereign territory of the represented state.[5][6] Rather, the premises of diplomatic missions remain under the jurisdiction of the host state while being afforded special privileges (such as immunity from most local laws) by the Vienna Convention on Diplomatic Relations. Diplomats themselves still retain full diplomatic immunity, and (as an adherent to the Vienna Convention) the host country may not enter the premises of the mission without permission of the represented country. The term "extraterritoriality," therefore, is often used in this broader sense when applied to diplomatic missions.
As the host country may not enter the representing country's embassy without permission, embassies are sometimes used by refugees escaping from either the host country or a third country. For example, North Korean nationals, who would be arrested and deported from China upon discovery, have sought sanctuary at various third-country embassies in China. Once inside the embassy, diplomatic channels can be used to solve the issue and send the refugees to another country. See List of people who took refuge in a diplomatic mission for a list of some notable cases.
Notable violations of embassy extraterritoriality include repeated invasions of the British Embassy, Beijing (1967),[7] the Iran hostage crisis (1979–1981), the Japanese embassy hostage crisis at the ambassador's residence in Lima, Peru (1996), the overrunning of the Israeli Embassy in Cairo, Egypt (2011)[8]

Yeah, well... I'm on a short string, being out of tune with the choir and all that.

I'm imagining if a bunch of US citizens behaved badly toward a foreign embassy in NYC. Maybe the embassy staff booed the Yankees or somesuch. Anyhow... they go on a rampage. NOW: how would those recommending military action against Sudan, respond to a foreign nation sending aircraft into our airspace, and supplying ammo & weapons to shoot Americans? Maybe the Republic of Ooo-ga-boooga sends along their version of Puff, to circle overhead & provide airsupport.

How well will that go over? I'll hike out on a thick branch & speculate that the folks advocating we do that in Sudan, would then be wanting to nuke the Republic of Ooo-ga-boooga... especially if the Ooo-ga-booogans weren't white, and weren't Christian.

Gee, I did NOT intend to start a flame war with my question. Which is "where did that idea come from?" And I really would like to know.

I've known since High School government classes, back in the 60s, that embassy's are not the "Soil of the Nation" and it puzzles me that adults posting here have that misperception. ???

Cuts Crooked, apparently you need to call all the news networks (especially Fox), as they all are under the impression that once the said country issues the right to build an embassy, it is considered sovereign soil of the country occupying it. This is why the country wanting to arrest the wiki leaks clown can't go into the foreign embassy and get him out.
I personally don't care one way or the other, and don't know why we want embassies in those hell holes anyway.

I don't care either. Hell with the money we could save closing all the embassies and staff, we could issue M-1 Garands and ammo to the US citizens provided they are not a prohibited possessor. I'd buy that idea. Hey If I am wrong,it will not be the first or last time.

The easy way out is to simply load up every American there and bring them home. Then tell 'em it's their country to run as they see fit and to pay for it themselves. There are several more countries that should receive the same treatment.
