WASHINGTON (Reuters) - New voting laws in 23 of the 50 states could keep more than 10 million Hispanic U.S. citizens from registering and voting, a new study said on Sunday, a number so large it could affect the outcome of the November 6 election.

The Latino community accounts for more than 10 percent of eligible voters nationally. But the share in some states is high enough that keeping Hispanic voters away from the polls could shift some hard-fought states from support for Democratic President Barack Obama and help his Republican rival, Mitt Romney.

The new laws include purges of people suspected of not being citizens in 16 states that unfairly target Latinos, the civil rights group Advancement Project said in the study to be formally released on Monday.

Laws in effect in one state and pending in two others require proof of citizenship for voter registration. That imposes onerous and sometimes expensive documentation requirements on voters, especially targeting naturalized American citizens, many of whom are Latino, the liberal group said.

Nine states have passed restrictive photo identification laws that impose costs in time and money for millions of Latinos who are citizens but do not yet have the required identification, it said.

Republican-led state legislatures have passed most of the new laws since the party won sweeping victories in state and local elections in 2010. They say the laws are meant to prevent voter fraud; critics say they are designed to reduce turnout among groups that typically back Democrats.

Decades of study have found virtually no use of false identification in U.S. elections or voting by non-citizens. Activists say the bigger problem in the United States, where most elections see turnout of well under 60 percent, is that eligible Americans do not bother to vote.

Nationwide, polls show Obama leading Romney among Hispanic voters by 70 percent to 30 percent or more, and winning that voting bloc by a large margin is seen as an important key to Obama winning re-election.

The Hispanic vote could be crucial in some of the battleground states where the election is especially close, such as Nevada, Colorado and Florida.

For example, in Florida, 27 percent of eligible voters are Hispanic. With polls showing Obama's re-election race against Romney very tight in the state, a smaller turnout by Hispanic groups that favor Obama could tilt the vote toward the Republican.

I don't see proper ID as being difficult or expensive to get especially if you are a naturalized citizen. I still have mine and that was 49 years go.

It would seem to me that the only way a law could affect a certain group of the population more than another would be if that group had an extraordinary amount of offenders.

i think im being discriminated against. when i vote i have to show a photo id, even tho most of the biddys working the poll have known me since i was in diapers. you hand over your id, they check you off the list and give you a ballot. i never knew how offensive that was till right now!boy am i ticked at them!
 
 not really just kidding! how bout a photo id and your personal property tax receipt? that rite there would send the dems into orbit?

And another thing: I have the right to keep and bear arms
 If I want to bear arms I have to have a government issued ID granting me permission to exercise that right. If I am bearing arms without ID it is a felony crime. Why arent any of you hypocrite liberals screaming about that? Its no different that requireing ID to vote!

I still remember a news cast, about 2 weeks before the 2008 election. They were interviewing some people that a Democratic sponsored bus had taken to get registered. An exact quote from a man walking back to the bus. ''I didn't think I was allowed to vote after being a convicted felon''!! It didn't make a second news cast. gypsyman

There is more legal evidence that Santa Claus exists than that there is voter fraud in the US. However, there is a rapidly enlarging pile of evidence that election fraud, including voter suppression, is currently being put into practice by the  right. You are not guaranteed the right to drive in the Constitution. It does not guarantee you the right to get on a plane or to do your banking here, nor are you guaranteed the right to enter or leave the country. The Constitution does guarantee you the right to vote. In spite of that, just to quell the fears of the right, I think we should have voter registration laws--- in reverse: let the right PROOVE the voter is not who they say they are, or are voting illegally. If they can. Innocent until proven guilty IS the law, of course.  ;)

Notice the careful use of "legal evidence". The left uses that standard because of the lack of prosecution for voter fraud.

Just last night I was listening to a radio news broadcast regarding illegal voting in Iowa. There is evidence that it has happened, but the state cannot get local prosecutors to bring charges, and the fear is that jurists will not convict because of the harsh penalties, and possibly because of sympathy with the violators.

Heard another recently wherein a Colorado county had almost twice as many registered voters as it had legal residents!

Nevertheless, the claim that "no legal evidence" exists is a pretty smooth dodge. :o

I'm just saying that if the states are trying to be convincing that voter fraud exists at all, it should be up to them to prove that the voter is NOT who they say they are, not up to the voter to prove that they are, with regular ID. Pennsylvania, for example, passed their voter registration laws without funding the process needed to allow the voters to GET the IDs. Watch how fast the states back down when the expense of proving that the voter is NOT legit becomes their own.

Voting is a Constitutional right. You don't have to prove you're a Christian to go to church. Drinking on a fake ID is a lot more common than voter fraud, but the legal system has no problem investigating and proving that ID is fake. Just using the same measurements.

BTW, where in the constitution does it say that voting is a constitutional right? Is it actually in there? Or is this another one of those huge assumptions?

Would you care to address needing ID to be able to exercise 2nd Amendment rights? If requiring ID to vote is racist than requiring ID for the 2nd Amendment is most certainly racist as well. Why should I have to show ID to bear arms but not have to show any proof of who I am in order to vote. The right to vote cannot be seperated from the right to keep and bear arms. Without the 2nd Amendment the right to vote will cease to exist. We cant have a discussion about voter ID without discussing gun owner ID requirements.

Seems pretty simple to me, if the government CAN REQUIRE ID to excersize one right, they can require it to excersize another right.

Now...not only do you have to produce ID to excersize your 2A rights, you must also undergo a BACKGROUND check to prove that you can legally own/possess a firearm. How is this different for voting rights?

Wanna hear a liberal Squeal? Tell them they have to undergo a BACKGROUND CHECK to vote! ;D

It doesn't. That amend applies to AMERICAN CITIZENS, not criminal invaders. Only somebody with something to hide would complain about needing ID to vote. POWDERMAN.  ;) ;)

Does anybody actually know someone who would be unable to vote because they do not have a photo I.D? I'm sure Obama could produce someone for a photo op if push came to shove. I am aquainted with some people who might be considered by some to be the dregs of society, but they all have photo I.D.s. They can't exist in todays society without one, although I suspect most could care less abut voting. I lock my doors at night,even though I can't PROVE it has ever kept someone from entering my home.
