While they expect 90% of asians to reach a satisfactory level they only expect 74% of blacks to reach that level. After futher research it seems that blacks have been on the low side for years and they dont expect that to change. What I did find was that the more blacks a school had the more money they could get because the fcat was not administed the same for blacks. A school could be at a failing grade and still rate high with enough blacks.
