Stub question

Since I'm new to stubbing I need to ask to be sure.
I have a 7.62x39 barrel ( from a bolt action or a single shot)
and a barrel marked 20 gauge Pardner 3" SB1. 
Is this a safe choice for the 7.62x39 ?
Provided the stub and the barrel walls are not cut too thin.
SAMMI says 7.62x39 is 45k psi.
Had H&R check serial # and told me yes it was a 2003 SB2
reciever.
I want to drill and tap for scope and sights.
Does this all sound safe ?

I would do it if I could maintain the chamber thickness needed for the 7.62X39.  When I do them, I don't count on the stub portion of the barrel having any strength for the chamber, just the barrel that I put in it.  Generally I think if it can be chambered safely in a Thompson Contender then it is OK in the H&R as long as you maintain the chamber thicknes used on a TC.  Has worked for me.  Larry
