The nor'easter is expected to hit on Wednesday in the tri-state area of New York, New Jersey and Connecticut.

Temperatures could drop into the 20s and bring "strong gusty winds," rain and coastal flooding, according to a National Weather Service forecast.

With overnight temperatures dropping, the 874,000 customers without power in New York state, most in New York City, Long Island and the northern suburbs, were urged to go to shelters for heat. The city also planned to hand out blankets to residents who refuse to leave their homes despite the lack of power and heat.

"I spoke with many people who were worried and frustrated and cold," New York City Mayor Michael Bloomberg said. "There is no power there and temperatures are dropping. Even those who have generators are having a hard time getting fuel."

Janet Napolitano, secretary of the Department of Homeland Security, was visiting New Jersey today and meeting with local officials, including Gov. Chris Christie, to review recovery efforts in the ravaged areas.

Fuel

Adding to the anguish are fuel shortages and long lines at gas stations.

It's a short-term issue, Cuomo said today, "but "that does not mean there will be a total alleviation of the problem in the immediate future."

New Jersey Gov. Chris Christie signed an executive order Friday night to ration gasoline for cars in 12 New Jersey counties, after more than half the stations in New Jersey and Long Island shut down because of the storm, resulting in hours-long lines for customers and threatening a gas shortage. Under Christie's order, car owners with odd numbered license plates can get gas on odd days, and car owners with even numbered license plates can get gasoline on even days. If one's license ends with a letter, Christie said it would be regarded as an odd number would be.

"This system will ease the strain on those gas stations still operating, while we work to bring more online for the public to access fuel, in a manner that is fair, easy to understand, and less stressful," Christie said.

Transportation

Schools will open in New York City on Monday, but because of storm damage, some students will have schedule changes or be bused to different schools.

The long commute between boroughs has also been eased, with Metropolitan Transportation Authority employees working around the clock to restore 80 percent of the New York subway system. All subway lines except the G train are now running to some extent, according to the MTA website.

"This is a major step forward in the resumption of regular subway service in New York City," Cuomo said. "Once again, subway customers have a direct link between Brooklyn and Manhattan, giving them a fast and reliable way to get to their jobs, their schools and their homes."

The subway returned to limited service Thursday after Sandy crippled transit between the five boroughs on Monday, prompting the Metropolitan Transit Authority to call it the most severe flooding the subway system has seen in 108 years. With Manhattan-Brooklyn subways out of service, commuters waited in long lines to take shuttle buses across the East River to work.

New Jersey Transit's Northeast Corridor, which extends from Trenton Transit Center to New York Penn Station, was operational on Friday after a week-long service suspension. The remaining NJT lines are still suspended.

 This proves how inept the government is in the face of disaster, inspite of all the billions poured into fema. Either the gov should stop squandering the money or show us what we get for it. Private organizations and people donating time and goods are who's helping the folks in need. Femas holding clipboards and writing stuff. Pitiful.  J

JonnyReb, exactly right. So many fed. govt depts. are a waste of time and money. Caught a tv show last year, called Red Jacket, one of the gun shows on Discovery or AE, or one of them channels. At the end, they blew up a FEMA trailer, that was hauled down for the Katrina mess. Tens of millions of dollars wasted. And the sad thing is, no matter who gets elected tomorrow, it won't change. gypsyman

Voting for money boo boo(powdermans new nickname for obbie borrowed from CDQuan:-):->) is like grabbing the chain hooked to the anchor, and Romneys just a leaking liferaft in this shipwreck of a nation. Still, what do ya do...   Funny too how the mass media is reporting "sandy better than katrina" giving the mistaken impression that alls well up in our north west coastline. Tell that to the folks who are a week into this with no help in sight.  J

 I tend to agree with you TM7, why arn't the private organizations doing more?(Redcross not included, they're there in force). Believe me, I don't think the feds should swoop in to save anyone, I believe that falls on the state. Its just that FEMA is there, and well funded, so darn it we should see action coming from their direction. They appear, from what i've seen, to be doing a study on the disaster rather than assisting. Maybe i'm wrong..but, if I was king, between my National guard, local military, utility companies, volunteers, charities and the like, I don't see why every township, village and every so many city block wouldn't have warm shelter and hot meals, showers and clothes distribution to handle the populace until rebuilding can commence. In a nation so wealthy and so funded, it seems solid plans would have been in place to act much more quickly.  J

Your all right,and where are the governments of all these foreign country's at least offering some help
like we do for them? I'm not saying that we should accept any, but so far the only one who has offered anything tangible is the Swiss. What's wrong with allowing small fuel tankers to dock with some fuel for those who need it ? Power ? The ship would have the resources to pump fuel.

Big oil or service company's like Halliburton have the resources to to make a big dent in this problem.
Off shore drilling rigs have floating crews quarters, and mess halls that could easily be brought in to house and feed the homeless. What about all those old Navy ships in dry dock, some of them are aircraft carriers ive seen them. Warehouses all along the docks some of them heated.

Some of the old ships are good enough as tourist attractions so it shouldn't be to difficult fire up their mess halls. The bunks and the sleeping quarters are already in place, what's a carrier 3k men?
Sure some of those were hot bunks, but that still leaves a lot of warm beds going unused during a cold spell. Just saying.

Yea I heard they did, but so far it was the Swiss that offered the most reasonable aid. Pretty much about the same thing the Red Cross is doing.  I also read that the LE agency's from other states were offering to send extra officers in order to keep the peace. I never heard how that came out .
But considering I didn't think that was a bad idea especially with the election coming up.

The national guard should take over from FEMA.  They have trucks, fresh water trucks, blankets, MRE's, heavy equipment, chain saws, etc.  Fema is always late with their trailers and setting up trailer parks for those displaces.  Well, I say forget that.  Just let Fema pay for those whos homes are destroyed, their hotel bills at nearby hotels who have utilities.  They built a trailer park for Katrina refugees who lost their houses near Montgomery.  Never was occupied, because it was too late.  So, just let them pay their hotel bills, until they are either relocated or they get their homes built back. 
 
The east coast guys should adapt Floridas codes for home building on the coast.  Theirs are on stilts with a sand dune berm in front of them.  This helps with a rising tide and waves from a hurricane.  Now, power is usually out for a while, but can be restored, and people can prepare with provisions ahead of time.  Andrew was bad, not doing much damage on the south Florida coast, but tearing up trailer parks inland from the sea.  Now, trailer parks are being phased out and/or have much stricter tie-down laws.  Codes require them to build to resist a cat 3 hurricane, but probably should be higher now.

We had a hurricane come through my area about 20 years ago.  Power was knocked out from 3 to 14 days in my area.  Only service stations and grocery stores who had power restored could open and operate.  Of course there were long lines, and the grocery stores ran out of stuff.  Not to bad, but bad enough.  Smart people filled up their vehicles and gas cans a few days before, got milk, bread and necessities before.  So it wasn't that bad.  Now up in the northeast, these people weren't expecting this, even though they were warned.  So, only stations that have power can pump.  I heard of one station who had three truck deliveries in one day and still ran out.  Normally they only have a delivery every few days.  Gas is probably sitting in tankers waiting to be emptied into the stations tanks.  Once other stations open the lines will disperse and spread out the sales.  Also, more fuel is being used than normal to run generators since the power is out.  If everyone had filled up before hand, it wouldn't be as bad now.

About 15 miles from me, is a field that contains hundreds of mobile homes left over from Katrina (unused)  After sitting for all these years, they are falling apart and are uninhabitable. This goes along with the warehouse in FL filled with stored ice, all past its expiration date and unusable but still being stored in a rental warehouse.  Privatization would stop this, as wasted resources would affect the bottom line.

I live in a hurricane prone area.  Standard proceedure when a bad storm is 3 days out:
Check storm shutters
Test run generator (13 kw)
Check level in fuel tank, fill if necessary
Fill emergency water tank (500 gal)
Check emergency food supplies.
 
Excessive? probably, but I'll be warm or cool, with a full belly, in comfort.

Not that I care any, but always wondered why people buy toilet paper when a storm is predicted? Even when a small snow is predicted people empty the shelfs of toilet paper. I just never felt the need to run and buy toilet paper because of a possible power outage. Its like "go get some toilet paper a storm is coming". Am I missing something? Even if my power was going to be out for some time, toilet paper would be on the very end of the I need list.

No offense to the ladies. Butt I think it is kinda like a comfy food. Where men want there their beer and kids their juice drinks, women need their TP. Well it sounded good ;)

 Now as far as lack of Gov and local responses, could it be that maybe it partially intentional? Maybe for an excuse to call the elections unfair because of all the person who are not able to find their polling places or could not get there?
