Normally just to an FFL, although some states(like my state of Washington) require a receiver only to be handled like a handgun by the FFL once he receives it since there's no barrel included to determine that it's long gun(think TC Contender or Encore).

I'd call the dealer you are shipping to and ask.  Some FFL's won't take shipment from an individual even though it is legal in thier state.

I'd call the dealer you are shipping to and ask.  Some FFL's won't take shipment from an individual even though it is legal in thier state.
Like YRU and quick stated, each state has their own rules, and sometimes even FFL dealers handle transactions slightly differently, even if the transaction is legal.  It is legal in most states for you (an individual) to ship the receiver directly to an FFL dealer in another location (state).  This saves you the cost of paying your FFL dealer to ship to the buyers FFL dealer.  BUT, and it's a big but, a lot of dealers won't accept a receiver from an individual.  It's a money making thing more than anything else.
Like YRU stated, call the dealer you are shipping it to.  If they will accept a shipment from an individual, your good to go.  If not, my recommendation, is to go on Gun Broker, and look for a list of FFL dealers at the location you are shipping it to that will.  Notify the buyer, of what you plan on doing, maybe he can supply the name of an FFL dealer that will accept shipments from an individual.

Your wrong on this.  Anyone can ship a firearm (long gun) using the USPS as long as it is going to a licensed FFL or being returned to the factory for repair.  I'm not sure about handguns, the last time I shipped a handgun back to Glock, I used UPS.

A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

Here's the ATFs current FAQs, I wouldn't rely solely on someone's copy and paste with no source, there's no way to know if it's current without seeing the source document itself.  ;)
