Have you tried tightening the drum screw. I have used the Lee for the last 5 years with Bullseye, Win760, IMR 4064 and 4350 and it has done fine. The bullseye and 760 meter better than the IMR powders but that is to be expected with stick powders.

I have a RCBS dump and a Hornady dump. both work very well. When loading handgun ammo for IDPA or the pratice range I just set and dump checking every so often to make sure it is still dumping the weight I want. When I check I look to see if pointer is touching center mark. It might be a bit low or high but touching which is small enough to not matter . For rifle ammo I dump close to target weight and trickle to exact weight. The exception would be 5.56 for plinking at the range.
Last night I was loading some 308 rounds using the RCBS . I was adjusting the dump and when I checked it came up on 44 gr which is what I wanted. So insteadof backing off a bit to leave room for trickling I went with it but weighed each load and only 2 came up off the mark but not enough to matter ( I only loaded 14 rounds to test before loading the rest of the box. ).
I once had a lyman dump with a hanner on the side to settle the powder and it also worked OK . I gave it to a guy to help him get started.
If ya can see it ya can hit it !

i tryed tightening the drum screw still leaked w296 everywhere my biggest complaint is it won't throw consistant charges. on some imr 3031  it varied 29.5-33.4 and i was trying for 33g on w296 27-28.8 trying for 28g i tryed tapping on the side of it and jiggleing the charge handle trying get it to be more consistant.i made a powder baffel that didn't work. for now i got the rcbs  friend is lending me i loaded about 75 rounds yesterday with it  and had only a couple that were off a 1/10 of a grain the rest were exactly the same .

Three things about dumps one is lube the cyl with dry graphite to make it smooth , be consistant in working the lever and with some powders how much is in the hopper makes a difference others don't. My biggest problem powder is IMR 4831 I feel like I'm cuttin it in half.
