If this lady has her way, dogs in Montreal Canada will have to be Bilingual.
French is ok for humans but dogs will be held to a higher standard, and learn a little English as well ::)

I was totally on board with the idea until it got to where reading, writing and verbal exams are going to be required.
 
According to the comic books, cross referencing US and French, Woof Woof! = Qua Qua! (or ouah ouah!)

Maybe just have all dogs whisle broke and have all citizens required to carry a whistle at all times and know all dog commands .  ::)  of course they could not use dog whisles as the dog police could not hear and know if said citizen was using correct command . ::)
BTW what would one do for hard of hearing dogs ? use hand commands ?  ::) guess citizens need to learn them also !  ::)
