I just built a '95 mauser in 7X57. Started with 36gr IMR4064 with Hornady 140gr. I picked up IMR4350 & Sierra 140gr. I have the Lymann and Sierra load books. The Sierra doesn't have the pressure publicized. Should I start at the minimum minus 5%. Just trying to stay in safe levels below 46000cup.

I just checked the Hodgdon 2013 Annual Reloading Manual. It states that for a (139)140 grain bullet, using:
IMR 4064 - 38.1 grs will generate 41,800CUP, and
40.5 grains (Max Load) will get you 45,600CUP.
So your starting load of 36 grains is a little light.
IMR 4350 - 44.2 grs will generate 39,600CUP, and
47.0 grains (Max Load) will get you 45,300CUP.
Both of these loads will keep you under 46,000CUP.
