Just an idea, but most large universities have large art departments. (Maybe community colleges as well.) Most of these departments offer courses in metal casting, primarily in brass and bronze.
Go to the school, find the Art Deparment building, find the big bulletin board, and put an ad up, offering to pay an artist to make you a simple brass medallion, with a dragon's head on it, with you providing a picture of the dragon. (Don't complicate it by using the word Grendel.) If you can find the teacher of the class, the teacher might be interested as well. Alot of the people who teach these courses are just "adjunct" professors, which means that they've been hired by the college to teach only this one course, for very little money.
The artist will first make a carving of it, then make a mold from the carving, and then pour in the brass, and then clean up the edges. Personally, if they could do it in peuter, I think that that would be better. Also ask about German Silver.
Art students (and teachers) are always starving for money, but I think you're gonna have to pay a couple of hundred to get their attention.
My brother in law taught industrial arts at a small college in Pennsylvania. He was alwasy casting brass candlesticks and peuter cups. Apparently no big deal. So, a simple medallion should be possible. Don't be looking for multiple colors, like the red eyes. Way too complicated.
