I do not "believe" in so-called psychic abilities, anymore than I believe in gravity. Both phenomena are there in spite of any belief I may have. I understand what the ancient Chinese call "qi." Qi is energy. Everyone has some; some people have more control over theirs than others. I've seen a 170 lb guy kick a hole completely through a cinder block wall; I've seen an old blind man not only hit a bullseye with a bow and arrow at 50 feet, but split that arrow with a second shot, then split that one with a third. In the martial arts, the goal is to get to a point of mental stillness--- we used to call it getting "turned on." It's a hard thing to describe without sounding like a fortune cookie, but your mind stops, and at that point you already know what your opponent is going to do, even before he does. But that's not all of it: you are also aware that the referee's right shoe is too tight, and that there's a girl in the third row in the stands scratching her ear. All while completely relaxed. You're almost embarrassed to win a match when that happens.
Such a state of awareness can look like magic. I think what we call "psychic" abilities are similar to that. Some people do it effortlessly and unconsciously, most have to work at it, some will just never get there, but the potential is there for anyone to have at least flashes of ability. Just my thoughts on it.
