MILLER: National ‘assault weapon’ ban coming Thursday      By Emily Miller - The Washington Times  January 22, 2013, 04:51PM
  • **FILE** Senate Intelligence Committee Chair Sen. Dianne Feinstein, California Democrat, is surrounded by reporters on Capitol Hill in Washington on Nov. 16, 2012, following a closed-door hearing of the committee where former CIA Director David Petraeus testified. (Associated Press) Enlarge Photo**FILE** Senate Intelligence Committee Chair Sen. Dianne Feinstein, California Democrat, is surrounded ...
Sen. Dianne Feinstein’s office confirmed that she will be introducing in the Senate Thursday a new version of the so-called assault weapon ban. A spokesman said the full text will be released at a press conference on Thursday.
The California Democrat intends to expand on the ban that expired in 2004, by including handguns and shotguns, in addition to rifles. She would decrease from two to one the number of cosmetic features on a gun to have it be considered an “assault weapon.” This means that if a gun has just one item like a pistol grip or bayonet lug, then it is illegal. Gov. Andrew Cuomo signed into law the same ban in New York last week.
Furthermore, instead of grandfathering in current firearms, she would create a national gun registry for the government to track lawful gun owners. Magazines would again be limited to 10 rounds.

The Clinton-era bill was not renewed by Congress after the Federal Bureau of Investigation and law enforcement agencies reported that it was ineffective in reducing crime.
President Obama said that a top priority is to get “an assault weapons ban that is meaningful” passed this year.
A summary of Mrs. Feinstein’s legislation is below.
Bans the sale, transfer, importation, or manufacturing of: 120 specifically-named firearms; certain other semiautomatic rifles, handguns, shotguns that can accept a detachable magazine and have one or more military characteristics; and semiautomatic rifles and handguns with a fixed magazine that can accept more than 10 rounds.

Strengthens the 1994 Assault Weapons Ban and various state bans by: Moving from a 2-characteristic test to a 1-characteristic test; eliminating the easy-to-remove bayonet mounts and flash suppressors from the characteristics test; and banning firearms with “thumbhole stocks” and “bullet buttons” to address attempts to “work around” prior bans.
Bans large-capacity ammunition feeding devices capable of accepting more than 10 rounds.
Protects legitimate hunters and the rights of existing gun owners by: Grandfathering weapons legally possessed on the date of enactment; exempting over 900 specifically-named weapons used for hunting or sporting purposes; and exempting antique, manually-operated, and permanently disabled weapons.
Requires that grandfathered weapons be registered under the National Firearms Act, to include: Background check of owner and any transferee; type and serial number of the firearm; positive identification, including photograph and fingerprint; certification from local law enforcement of identity and that possession would not violate State or local law; and dedicated funding for ATF to implement registration.

Feel a bit sorry for you guys in the US.   Here in Australia we suffered the same fate in 1997 when the then government banned all semi autos, including shotguns (and pump action shotguns).  The ban was a result of a crazy guy who went on a shooting spree killing innocent people (incidentally he used a an AR15).  The government introduced tight licensing laws which are totally bureaucratic and only serve to punish the law abiding.  The bad guys of course didn't hand in their guns.  The ironic thing here in Australia is that "illegal" guns are sneaking into the country by criminal gangs and are the biggest cause of gun violence.  The other ironic thing is that there are almost twice as many guns (mostly legal and registered) in the country now than there was prior to the ban.  I guess that's how we fought back - by buying more "legitimate" guns.

This post made the hair stand up on the back of my neck.
If this passes, it will set a precedent to start banning other guns until we are totally disarmed.
I hope the people who put obama back, and it's not just the people who voted FOR him, are happy with their choices.

This is close enough to what cuomo wants in ny but 60% of the students in the state say they are buying a gun and 65% of the gun owners say they will not register anythiing they have or turn anything in.  I am thinking that someday in the not too distant future, certain politicians like feinstein, schumer, bloomberg and cuomo might find themselves in a very deep hole and quite unable to exit their sorry butts.  Even more unfortunately is that since they are all cowards who surround themselves with people who would become innocent victims, when it comes time for them to get their come-uppance they will have a lot of company...

We felt that we had one house in NY State that would not pass the bill and you know what happened here. We only had time to email and call on the phone. Stop complaining and start writting your Sen. and Rep's. often, use email, written letter (best) and phone calls, make your feelings known. Also be polite and use a spell check and repind them that you vote. Also write to Sen and Rep's in other states as that shower's a national movement.  This is a slow time of the year for my construction business so ever Sen and Rep in the USA and my state has  read my opinion. On the Fed. gun grab today is the time to  fight with paper and pen.  Don't expect  the NRA to be able to stop it with out your help, DO YOUR PART, WRITE.

Must have something to do with the way she was brought up.  Same problem Karl Marx had.  The religion of hate thrusts itself upon humanity.
Study after study has shown how dangerous distracted driving is yet people continue to talk on their cell phones while driving. Driving in the U.S. requires your full attention. Many states and countries have made it illegal to use a cell phone while operating a motor vehicle and the federal government should follow their lead. Banning the use of cell phones while driving would have the added benefit of making the no-texting law enforceable.

I heard one liberal say that we could keep our guns, but could not sell, give away, or leave to anyone when you die.  At death they would be turned in for destruction.  Disarmament by attrition.

I remember when that happened down there. It was big news in Europe but I don't think we heard much about it over here, the shooting I mean. I was in Belgium then and the news reports were
saying that all you Aussies were turning in was junk. Leaving a lot of guns out there that were the
ones the government had been mostly targeting. A joke was that an Aussie in the outback is not
going to turn in anything when you have the kind of critters they have to deal with there .

Yes, I think this is going to be ramrodded through and will be worse, more comprehensive than we'd have ever figured. American ancestors would have figured this to be the line in the sand, I think. Sadly though, obqama has beat traditional America and its values down on every important front, so far he's had minor resistence, mostly just grumblings. I'm surprised at how easy its been for America to fall.

That sounds so reasonable that it will get all kinds of support from Politicians to the public and the fact that it does violate the 2nd will be forgotten.
BTW of topic, did you all see how the Secretary of State weaseled out of any harm during her testimony. A slick job if I ever saw one that left no dirt on her if she decides to run in 2016.

The "bureaucratic law makers" have no concept of common sense when making these laws.  In Australia there was a knee-jerk reaction to banning all so-called illegal firearms in 1997. They straight out banned all semi-auto rifles (even .22s) but did not ban semi-auto handguns (though these are licensed).  They also banned pump-action shotguns but not lever-action shotguns. Common sense does not apply when it comes to banning firearms.
